Hospital Reconstruction in Ukraine

The context

In response to the lasting impacts of the war in Ukraine, France’s Treasury Department launched the Ukraine Fund in 2023, a €200 million programme aimed at financing urgent projects in strategic sectors such as healthcare, energy and water.
As part of this initiative, Ellipse Projects, working in partnership with Ginger International, was selected to lead a medical rehabilitation project across two hospital sites in the Vinnytsia oblast, a region in western Ukraine near the Moldovan border.

The project

The project is made up of two complementary parts:

In Vinnytsia, the regional capital, a brand-new building will be constructed within the existing hospital. It will house a paediatric rehabilitation unit and include not just the physical infrastructure, but also equipment, staff training and technical support, thanks to the combined expertise of Ellipse Projects and Ginger International.
In Ladyzhyn, also in Vinnytsia oblast, an old sanatorium will be fully refurbished and turned into a general rehabilitation centre for adults — with a focus on patient comfort, accessibility and quality of care.

The impact

With the war dragging on, the need for rehabilitation services has become critical, especially in areas far from the front lines. This project aims to meet several urgent needs:

A growing number of internally displaced people (IDPs) in western Ukraine
A sharp rise in war-related injuries, both physical and psychological (including PTSD)
A lack of modern, specialised medical facilities able to handle increased patient loads

In just 16 months, the goal is to deliver two fully functional, high-quality centres capable of offering essential care to thousands of patients.
